Bryant Stiles
Bryant Stiles serves as the Kentucky Homeland Security Exercise and Evaluation Program Division Director and has been a member of the program since 2005. In addition to serving as the Program Division Director, Bryant has served with the Fire Commission / Fire Rescue Training organization since 1990 and currently serves as the Division Director of State Fire Rescue Training. Bryant was instrumental in the development of the Fire Rescue Training mobile training facilities fleet and the development of the Kentucky Community and Technical College System Associate in Applied Science Degree in Fire Rescue Science Technology.
Bryant is a former fire chief and is currently one of Kentucky’s two directors to the National Volunteer Fire Council. He represents the National Volunteer Fire Council on the Department of Homeland Security Fire and Hazardous Materials Work Group and the Assistance to Firefighters Grant Program Criteria Development Committee. Bryant earned his Bachelor of Arts degree from Kentucky Wesleyan College.

Tom Arnold
Tom Arnold is detailed to Kentucky Office of Homeland Security from the Kentucky Fire Commission and serves as the State National Incident Management Systems Compliance Officer and KOHS Training Coordinator. He is responsible for overseeing the Commonwealth’s statewide implementation efforts of the National Incident Management System (NIMS) and coordinating the KOHS Training Program. Tom has held a seat on several national NIMS working groups providing input on NIMS from Kentucky’s responders. He also works with the Kentucky Homeland Security Exercise and Evaluation Program providing guidance on issues related to NIMS. His responsibilities as the training coordinator includes the scheduling of in-state and out of state All Hazards Training for Kentucky’s responders.
Before coming to KOHS, Tom worked for the Louisville Fire Department before retiring in December 2003 with more than 25 years of service. He served as the assistant chief of the Suppression Bureau with the rank of lieutenant colonel. His responsibilities included the day-to-day supervision of four district chiefs, 18 engine companies, six truck companies, three quint companies and one quad company. One of Tom’s major accomplishments was the development of the Louisville Fire and Rescue’s Personnel Accountability Program. Tom has also received several awards for his service to the Louisville community.

Sabine Gumm
Sabine Gumm serves as a Homeland Security Exercise Program Coordinator. She is responsible for providing preparedness exercise support services to communities throughout the Commonwealth, in accordance with National Homeland Security Exercise and Evaluation Program guidelines. She is the original member of the Kentucky Homeland Security Exercise and Evaluation Program, which she designed in 2002.
Sabine holds various degrees, among them a nursing degree from Germany and a bachelor's degree in psychology and philosophy from Kentucky State University. She is a graduate of the National Emergency Management Institute’s Master Exercise Practitioner Program and National Emergency Management Academy. Prior to joining government service, Sabine served as one of Kentucky’s American Red Cross Chapter Executive Directors and Disaster Services Director. In this capacity she served as a member of the ARC State Service Council and County FEMA Board, receiving several awards for her services to local communities.

Butch McKinney Butch McKinney serves as a Homeland Security Exercise Program Coordinator and has been a member of the exercise team since 2006. He is responsible for providing exercise support services to communities throughout Kentucky, implementing the guidance of the National Homeland Security Exercise and Evaluation Program. Prior to joining state government services, Butch worked at the Paducah Gaseous Diffusion Plant for 28 years, serving as fire chief and exercise program coordinator. He is a state certified firefighter and fire service instructor.
Butch is a Certified Emergency Manager by the International Association of Emergency Managers and a graduate of the National Emergency Management Institute’s Master Exercise Practitioner Program. He has experience in many areas including the Fire and Emergency Medical Services, HAZMAT, Emergency Management, SWAT, and first-responder training. He serves as the vice chairman on the Governor’s Commission on Fire Protection Personnel Education and Standards.

Lisa Mills Lisa Mills serves as a Homeland Security Exercise Program Coordinator providing exercise support services throughout Kentucky, in accordance with the National Homeland Security Exercise and Evaluation Program guidelines. Prior to joining the Homeland Security Program in 2007, she worked in various nursing positions including hospital staff nurse, research coordinator, and peritoneal dialysis unit manager while co-owning a local business.
Lisa holds a nursing degree from Midway College and studied pre-law at Dalton College in Georgia. She is a graduate of the National Emergency Management Institute’s Master Exercise Practitioner Program and the inaugural class of their National Emergency Management Academy. Outside of the office, Lisa serves on several community boards and committees.
