Grant Program
Each year Kentucky is called on to compete with other states and urban areas to receive federal homeland security funding. The state provides the U.S. Department of Homeland Security with a comprehensive document that entails how homeland security funds will be used in Kentucky.
Following a comprehensive review at the federal level that takes into consideration the elements of risk and the effectiveness of the state’s programs, a specified reward is granted.
The Commonwealth uses a competitive grant application for state and local agencies to submit proposals. When these proposals are presented, a team of peer reviewers from across the state reviews the grant application in accordance with the state’s homeland security strategy and enhancement plan. The results are then submitted to a KOHS Executive Review Panel. From there, the grants are presented to the State Homeland Security Working Group for a review and final award decisions.

The Kentucky State Clearinghouse has been designated as the state Single Point of Contact and is charged with providing state and local input to the appropriate federal agency.

Gov. Steve Beshear presented two State Homeland Security Grant checks to the Lawrence County Fiscal Court during a visit to Louisa on Aug. 9. The Lowmansville Volunteer Fire Department was awarded $28,500 for the purchase of breathing apparatuses, and the Cherryville Fire Department was awarded $28,000 for turnout gear. Taking part in the ceremony were KOHS Acting Executive Director Gene Kiser, Lawrence County Judge/Executive John Osborne, state Rep. Rocky Adkins, Gov. Beshear, and state Sen. Walter Blevins.

Gov. Steve Beshear presented a $37,000 State Homeland Security Grant check to Estill County officials in July. The funds were used to purchase surveillance cameras for the courthouse. Taking part in the presentation were Magistrate Earl Young, KOHS Acting Executive Diretor Gene Kiser, Magistrate Darrell Johnson, Gov. Beshear, Judge/Executive Wallace Taylor, and state Rep. Ted Edmonds.

Gov. Steve Beshear presented a State Homeland Security Grant check for $3,952 to Carlisle officials for the purchase of a repeater. The award was part of a $1.4 million grant to the Bluegrass Area Development District for communications interoperability. Taking part in the ceremonial presentation were KOHS Acting Executive Director Gene Kiser, Police Chief Darrell Layne, City Clerk Mary Stewart, Mayor Kevin Booth, and Gov. Beshear.
