Shelby Lawson
Deputy Executive Director of Operations and Prevention
Shelby Lawson joined the Office of Homeland Security in September 2007. He serves as the Deputy Executive Director for Operations, which includes the NIMS Compliance Program, Exercise/Evaluation Program, and Training Program. Additionally, he oversees the activities of Homeland Security personnel assigned to the Kentucky Intelligence Fusion Center. Shelby is a 24 year veteran of the Kentucky State Police, retiring at the rank of Lieutenant Colonel. During his last three years with KSP, Shelby served as the Director of the Technical Services Division where he worked on projects to enhance state-wide data/voice interoperability and information/intelligence sharing. In his spare time, Shelby enjoys long distance motorcycle touring.

Lindsey Hix
Lindsey Hix is currently an Criminal Intelligence Analyst to the Kentucky Fusion Center. She holds a B.A. in Spanish and International Relations from Centre College. Previous to working at KOHS, Lindsey was an English-as-a-Second-Language (ESL) instructor in Danville, KY, interned at the Lexington-Fayette Human Rights Commission as the Hispanic Outreach Coordinator, was an administrative specialist for the Dept. of Transportation Division of Driver Licensing, and also worked summers in various departments of the state government. Lindsey currently lives in Frankfort with her husband, Ryan.

Kelli Morris
Kelli Morris is a Criminal Intelligence Analyst in the Kentucky Intelligence Fusion Center. She works closely with Kentucky State Police Intelligence and various other state, local, and federal agencies. She is a graduate from the University of Louisville with a bachelor of science in Justice Administration and is currently pursuing a master of arts in justice administration.
Chris Alldredge
Chris Alldredge is a Geospatial Intelligence Analyst in the Kentucky Intelligence Fusion Center. He is charged with all GIS functions and initiatives supporting criminal intelligence and critical infrastructure projects for the fusion center. Prior experience includes GIS analysis and mapping of crime and collision data for Kentucky State Police. Prior to moving to Kentucky, Chris worked for the Tennessee Valley Authority where he participated in GIS projects for transmission line route planning, environmental studies and research and development projects. He graduated from Murray State University with a B.A in Music and Earth Science and is currently pursuing a M.M. in Music Composition at the University of Louisville.

Amy Lynn DeGarmo
Amy Lynn DeGarmo, has been a member of the office since September 2004 and currently serves as the Protective Programs Coordinator for the Kentucky Intelligence Fusion Center. In this capacity, Ms. DeGarmo is responsible for the coordination, development and implementation of Kentucky’s Critical Infrastructure Protection Program and related initiatives which include; programmatic over-site of the Buffer Zone Protection Program (BZPP), the Automated Critical Asset Management System (ACAMS) and the analysis of the Commonwealth’s widespread Critical Infrastructure and Key Resources.
Prior to joining state government, Ms. DeGarmo was a corporate paralegal in Georgia and South Carolina. She received her bachelor’s degree in Management from Midway College and is currently pursuing her Masters in Public Administration from Kentucky State University.

Tom Arnold
NIMS Compliance Program Coordinator
Tom Arnold is detailed to Kentucky Office of Homeland Security (KOHS) from the Kentucky Fire Commission and serves as the State National Incident Management Systems Compliance Officer. He is responsible for overseeing the Commonwealth’s statewide implementation efforts of the National Incident Management System (NIMS). Tom has held a seat on several national NIMS working groups providing input on NIMS from Kentucky’s responders. He also works with the KY Homeland Security Exercise and Evaluation Program providing guidance on issues related to NIMS. His previous position with KOHS was WMD Training Coordinator. His responsibilities as the training coordinator included the scheduling of in-state and out of state WMD training for Kentucky’s responders.
Before coming to the Kentucky Office of Homeland Security, Tom worked for the Louisville Fire Department (LFD) before retiring in December 2003 with twenty-five years two months of service. He served as the Assistant Chief of the Suppression Bureau with the rank of Lt. Colonel. His responsibilities included the day to day supervision of four District Chiefs, eighteen engine companies, six truck companies, three quint companies and one quad company. One of Tom’s major accomplishments was the development of the Louisville Fire and Rescue’s Personnel Accountability Program. Tom has also received several awards for his service to the Louisville community.

David Hobson
Training Coordinator
David Hobson serves as the Kentucky Office of Homeland Security Training Coordinator. In 2007, he retired from the Kentucky Department of Criminal Justice Training after 22 years of service. David was staff assistant to the commissioner and the agency’s Commission on Accreditation for Law Enforcement Agencies (CALEA) accreditation manager. He began his career at the Department of Criminal Justice Training as a law enforcement training instructor. Prior to becoming an isntructor, David was a University of Kentucky police officer for eight years. As a Kentucky Law Enforcement Council certified instructor since 1985, David has instructed law enforcement personnel in basic training, in-service training, and breath test training. In 2003, David led the department’s efforts to become the first training academy in the United States and Canada accredited under CALEA’s Public Safety Training Academy Accreditation program.
David has a Bachelor of Science degree in police administration and a Master of Science degree in criminal justice from Eastern Kentucky University. He is currently working toward a doctorate in Educational Policy Studies and Evaluation at the University of Kentucky. He also serves as a Kentucky Law Enforcement Memorial Foundation (KLEMF) board member. David and his wife, Kris, live in Lexington.
