The Kentucky Office of Homeland Security is striving to ensure our commonwealth’s communities, first responders, and families have the resources they need to be ready and prepared. KOHS is operated through the coordination of four internal divisions, each with specific areas of responsibility.
Operations and Prevention Team
The Operations and Prevention team is charged with managing our partnerships with our security partners through intelligence gathering and analysis, risk assessments, information sharing, training and exercises. The Operations Team focuses on the development of regional collaboration, strengthening planning and communications capabilities and implementing the National Infrastructure Protection Program.

Grants and Finance Team
The Grants and Finance team oversees the distribution and compliance issues related to the federal Department of Homeland Security dollars awarded to Kentucky. Through a competitive and transparent process, grants are awarded to collaborative efforts that address critical security needs. Additionally, the Grants and Finance team is responsible for the financial administration of the KOHS.

The External and Legislative Relations team is responsible for coordinating KOHS' public awareness and outreach programs. It is charged with advancing the office's state and federal level legislative agenda, as well as handling media relations and press inquiries.

From Intelligence gathering and risk assessments to training and exercises, the KOHS will be a model of effective and efficient collaboration at every level. We will engage our security partners in all relevant areas and earn a reputation as an indispensable partner.

At the federal, state, and local levels, KOHS will be an effective advocate for the first responders and law enforcement in providing security to the citizens of the Commonwealth. Our advocacy will result in additional resources and support for our security partners in accomplishing our collective mission.

KOHS will, with our partners, produce high-quality training that is relevant, timely and continually improving. Metrics will be used to determine the training's effectiveness and feedback will be solicited to make continued improvement.

KOHS will administer the grant program in a transparent fashion, creating a process that is fairer, customer-service oriented and less complicated. Grants applications that address critical needs with well-reasoned, collaborative solutions will be most favorably received.

In making Kentucky Ready and Prepared, our citizens are our greatest asset. KOHS will aggressively implement an external affairs effort aimed at creating far-reaching public awareness and a robust Citizen Corps program.
